Serum Lesson Pack section 4

Watching the video for this lesson on doubling and transposing, it's mentioned how the starting point in the waveform (controlled with the phase knob) when set in the middle of a saw wave on both oscillators with one oscillator being an octave above the other will make it sound like it's two octaves above. I'm curious why this is happening. Is there a reason for it or is it a bug in Serum? It doesn't make any sense to me and seems more like a bug.
