It sounds like a classic acid-style bass. Google "Roland TB-303" to hear many examples. Of course, you don't need a 303 to make it. Many synths have a 303 filter emulation, usually labeled "Acid" or something like that. Try this:
Voices: mono
Oscillator: Saw wave
Filter: If you don't have an "Acid" filter, any Low Pass Filter with an 18dB slope will get close enough. Turn the Cutoff down to get a round sound, and crank the Resonance. Then modulate the Cutoff with...
Filter Envelope: Set Sustain to zero, set a fast Decay/Release. Try 400ish milliseconds. Then, you'll have to really experiment with the Filter Envelope Amount, Filter Cutoff and Resonance. And it sounds like the patch from the video is also randomly changing some of those settings as it plays. So really tweak until you find something you like.
Amp Envelope: similar to the Filter Envelope. We want short notes here.
Reverb: Medium size, heavily dampened, very wide, and very wet (try 50/50).
If they're using a 303, then the bassline is being played by its built-in sequencer, but you can use any sequencer. Or play the notes into your DAW, or click them into its MIDI grid and then quantize.
