I'm trying to recreate this lead/arp, I know it's saw based and it has a ton of pitch bend/portamento on it, but I cant seem to recreate the tone or the bendy/gated quality that it has. I've tried slowing it down to hear if there are potentially two stacked sounds creating the illusion of one, but I'm convinced it's one patch with some crazy MIDI. Anything would help, thanks! The lead I'm going for starts at 0:47 .

Yeah he sent the actual .spf file, and I've attached it to this post as a .zip file (since it didn't let me post the original file) so you can take a look. The patch itself is very simple all things considered, it seems like it's the MIDI with the portamento on that is giving this lead its chaotic and complex quality.

Wow thanks so much for the detailed response! I wasn't expecting so much depth, this is great. The two points you made about the built in step sequencer and the slow LFO modulating a notch in the mid range really helped shape the sound for me. I put the step sequencer on the noise oscillator too, just to add a bit more high end character and it sounds great. In order to figure out the arp midi, I slowed the track way down and it's definitely a very intricate two bar sequence.
I also reached out to the artist to see if he would share any info about the sound, and he actually shared the Spire patch with me, which looks like a preset from a pack (screenshot below). You were absolutely right about the slow moving LFO and weirdly enough, there two oscillators are a sine and a triangle wave, but both are shaped to behave like saw waves, which I didn't know Spire could do. This one's tricky. For the sound design, try this:
Oscillator: Saw wave.
Filter: High Pass to take off just a little bit of the bottom end
Distortion: Picking just the right distortion type is what will get you close to a match. Overall it should be a very aggressive one. In Serum, I like Diode 2 for this. Crank the drive amount.
EQ (or second filter): Create a narrow boost in the mid-range, and then use a triangle or sine LFO to modulate the frequency very slowly up and down.
Delay: Wide stereo delay. Not much here, just enough to hear faint echos in the background.
Reverb: Big size, but like the delay, just a little wetness.
As for the gated note shapes, I think this a step sequencer that's built into the synth. For example, Serum allows you to draw steps into the LFO. So you can modulate the volume in very specific ways over time. Each note has a different shape in this patch. Some are just a straight on/off shape (straight horizontal line), others have a decay (diagonal line).
And in some cases, I hear the notes bending between each other. In those cases, you can overlap the MIDI notes so that portamento kicks in (with portamento enabled in the synth of course)
I think overall it's a very detailed step-sequencer and/or MIDI sequence.
