Sorry for the late response! Try this:

Oscillator: Pulse wave with medium width. 2-voice unison with aggressive detune to make it wobble, and no width.

Noise: White noise, layered in subtly to create a bit of dirty wash.

Filter: 24 dB Lowpass. Bring the Cutoff down pretty far to make it round. Then heavily boost the res to create a really pronounced "oh" shape. Adjust the Cutoff until the Res peak sounds right.

Amp Envelope: A quick attack, around 400 ms, to create a softer entry

Voice: Mono with a bit of Portamento

Reverb: Big room, kind of wet.
