I downloaded Primer and put it in C:\Program Files (x86)\Common Files\VST3 but Cubase can't find it. I also tried other folders, I tried even with the 32 bit version, nothing.
Any idea why? Maybe it's a Cubase problem? The folder paths in the plugin manager section of Cubase are setted correctly, it just doesn't see the plugin

Ok. Primer is loading in Cubase on our end, so please go to syntorial.helpdocs.com and use "Submit Request" at the top to reach out, and we'll help you figure out what's happening.
